Today I learned that in 1989, ~80% of all H-1 visa applicants from India were denied. 80%! Today, the number is ~2%. The Immigration Act of 1990 stopped the denials by letting H-1Bs pursue both temporary & permanent residence. As a result, it made American tech what it is today
